Most structure fires end wet. The brigades water runs through ceilings, into carpet, under timber floors and into wall cavities. That water is part of the fire damage. Treating only the burned corner and leaving the wet rooms is how mould starts beside the soot.

Drying and cleaning together

Wet contents that can be saved are moved. Carpet that will not dry in place comes up. Air movers and dehumidifiers are for the water. Soot cleaning and odour work follow, or they happen in the dry rooms at the same time. The order depends on the house.
